“During the 15th Five-Year Plan period, we will adhere to the principles of openness and integration, coordination and cooperation, compatibility and complementarity, and sharing of achievements, with the goal of expanding the Beidou industry’s scale to exceed 1 trillion yuan within five years and achieving new breakthroughs in the market-oriented, industrialized, and internationalized application of Beidou. ”Li Chao, Deputy Director of the Policy Research Office and Spokesperson for the National Development and Reform Commission (NDRC), made these remarks on the 22nd at a press conference held by the NDRC. 

　　Li Chao explained that as a key national space infrastructure, Beidou has already moved beyond the industrial development phase of technological exploration and pilot projects and is now rapidly evolving into a new industrial engine characterized by large-scale clustering, a mature ecosystem, and the ability to empower the broader economy. By 2025, the total output value of China’s Beidou industry will exceed 629 billion yuan (RMB, hereinafter the same), with more than 30,000 enterprises and institutions in the domestic Beidou sector and over 2 million employees, as application scenarios and scale continue to expand. 

　　She gave the example that, in the transportation sector, more than 12 million commercial vehicles nationwide are equipped with the BeiDou system, and high-precision lane-level navigation covers urban and rural roads with a total length of 99% or more, ensuring safe and convenient travel; In the energy sector, BeiDou provides timing accuracy better than 20 nanoseconds, which is widely used in scenarios such as attitude control for wind turbine units, mine slope monitoring, and oil and gas pipeline inspections; In the agricultural sector, more than 3.5 million sets of BeiDou terminal devices have been deployed in applications such as agricultural machinery assisted driving, farm operations, and drone crop protection, accelerating the transformation of traditional agriculture into smart agriculture; In the marine and fisheries sector, 70,000 fishing vessels are now equipped with BeiDou terminals. Through services such as distress alerts, emergency search and rescue, real-time vessel tracking, and maritime short message communication, these systems have become the “eyes and ears” for fishermen at sea, having cumulatively rescued more than 10,000 people. 

　　“While empowering industries across the board, the Beidou system has also found its way into millions of households. ” Li Chao noted that currently, 1.4 billion smartphones, more than 50 million electric vehicles, over 14 million shared bicycles, and 160 million wearable devices in China are equipped with Beidou positioning services, forming a comprehensive service system that spans from daily commuting to emergency scenarios and benefits hundreds of millions of people.” 

　　At the same time, Beidou is accelerating its global expansion to serve the world. Related products have been exported to more than 140 countries and regions worldwide, deeply integrating into the “Belt and Road” cooperation framework. Beidou provides services such as infrastructure safety monitoring, natural disaster early warning, and surveying and mapping for major projects to relevant countries, continuing to benefit the world. Li Chao stated that during the 15th Five-Year Plan period, the National Development and Reform Commission, in collaboration with relevant departments, will strengthen top-level design; coordinate and advance research and development efforts on key core technologies such as high-end chips, critical components, and integrated algorithms; enhance technological integration and innovation between Beidou and artificial intelligence, satellite internet, and other technologies; and build a secure and reliable spatio-temporal foundation; It will optimize institutional safeguards, accelerate the promulgation and implementation of the “Regulations of the People’s Republic of China on Satellite Navigation,” and improve the industry standards system and testing and certification system to solidify the institutional foundation for the large-scale application of Beidou; it will deepen openness and collaboration to ensure that Beidou products and services benefit more countries and people, thereby contributing to global economic development and improvements in people’s livelihoods.
