Shanghai: Beidou Low-Altitude Economy Industrial Complex Opens in Lühua Town; Integrated Air-Ground-Space Platform Launched Simultaneously 

  Recently, the “Beidou Low-Altitude Economy Industrial Complex”—jointly developed by Lühua Town, the Shanghai Military Innovation Association, and the China Ordnance Industry Beidou Application Research Institute—officially entered its trial operation phase. 

  The complex integrates a comprehensive command center, an industrial operations center, a public training base, and a Beidou Low-Altitude Aviation Science Education Center. Among these, the Integrated Command Center serves as the nerve center of the “Beidou Air-Space-Ground Integrated Management Platform.” On its massive digital display, drone flight paths, airspace status, and inspection data update in real time, providing a comprehensive overview of the entire low-altitude airspace over Lühua Town. 

  The platform integrates cutting-edge technologies such as on-board AI analysis, large-scale vision models, and comprehensive digital twins, enabling command personnel to precisely coordinate operations in scenarios such as ecological inspections, waterway monitoring, urban and rural governance, and emergency rescue—thereby achieving real-time monitoring of flight status, intelligent early warning of safety hazards, and rapid response to emergencies. The 90-square-kilometer airspace over Lühua Town has been officially approved, with an additional 500 square kilometers available for expansion, capable of meeting the routine test flight and scenario-based operational needs of various drones and low-altitude aircraft. 

Wenzhou, Zhejiang: The Baizhangji Reservoir Launches a Beidou Short Message Flood Forecast and Disaster Preparedness System 

  In response to the wind and rain brought by Typhoon “White Dolphin,” the Baizhangji Reservoir in Wencheng County, Wenzhou, has fully activated its intelligent flood and typhoon prevention equipment. The reservoir is a key flood control project for Wencheng County. 

  As part of a comprehensive upgrade to the smart flood control system, the Baizhangji Reservoir has implemented a Beidou short-message flood forecasting disaster recovery system, which can independently conduct flood predictions even under extreme conditions such as power and internet outages. This capability, combined with remote monitoring of water levels and precipitation, dam safety monitoring, and fully automated drone nests, collectively forms a three-dimensional smart flood control system comprising “ground-based intelligent monitoring + aerial unmanned inspections + fallback safeguards for extreme conditions.” 

  In the reservoir control room, the intelligent water and rainfall monitoring system operates reliably around the clock, using smart devices to collect key flood control data—such as water levels, rainfall amounts, and dam structural conditions—in real time and dynamically updating this information on the monitoring screen. Four sets of fully automated drone launchers have been put into service. The drones take off autonomously and cruise with precision, completing a comprehensive inspection of key areas—including the reservoir area, floodways, slopes, and steel-pipe tailrace channels—in just half an hour. Previously, manual inspections covering the entire area took an entire day, and steep slopes and distant shores often presented blind spots and operational risks. Through the coordinated efforts of multiple systems, the dam has achieved precise monitoring of rainfall and water levels, early warnings of risks and hazards, and scientific and efficient flood control operations. 

Hebei: Deepening the Application of New Monitoring Technologies, Such as Beidou, to Advance the Digital and Intelligent Transformation of Water Conservancy Projects 

  Since the beginning of this year, Hebei Province has accelerated the development of smart water management, optimized the layout of engineering safety monitoring and intelligent flash flood monitoring and early warning facilities, and promoted the digital and intelligent transformation of water conservancy projects, making flood forecasting and water resource allocation more precise and efficient. 

  The Hebei Provincial Department of Water Resources has stated that this year it will systematically plan and improve the water resources management system, deepen the application of new monitoring methods such as remote sensing and the Beidou navigation system, comprehensively enhance water resources monitoring and sensing capabilities, strengthen the integrated command effectiveness of the “Four Predictions” platform, expand the application scenarios for consultations and simulations, improve the accuracy of simulations, and accelerate efforts to achieve new breakthroughs in water resources informatization.
